West Feliciana Together Parish PlanDraft Guiding Principles updated 3/10/08
Guiding Principles are developed to provide direction to planning efforts in the form of a “check list” to ensure that planning recommendations and strategies reflect and support parish citizens’ core values. Having a clear understanding and consensus of parish residents’ key themes and values ensures that plan recommendations and strategies are consistent with these values, and move the parish towards the residents’ collective goals for the future. As the planning process progresses, it is important to loop back to the Guiding Principles established through citizen and stakeholder input to ensure that emerging recommendations reflect parish residents’ desires.
The following Guiding Principles are grouped in four broad topic areas: Livable Community; Prosperous Economy; Healthy Environment and Opportunity and Equity.
Livable Community
Prosperous Economy Plan for and provide infrastructure to encourage future growth. Emphasize tourism and eco-tourism; attract new economic development to the parish, especially in targeted areas. Include public input in economic development planning activities and decisions. Plan for a variety of jobs for parish residents. Encourage entrepreneurs.
Healthy Environment Preserve the natural beauty of the parish and its assets—our wildlife, fields, woodlands and country roads—through the use of incentives and conservation development practices such as greenbelts and cluster development. Provide more walkable connections, trails and bike paths and diverse recreational opportunities. Opportunity and Equity Apply land use regulations fairly and consistently. Develop clear and objective land use regulations. Create opportunities for greater citizen education and involvement in public and private development decisions for people of all ages, ethnicities and cultures. Increase housing opportunities in the parish and accommodate a variety of housing types for people at all income levels, in a variety of locations. Maintain high quality educational and recreational opportunities for all citizens.
